सवारी तथा यातायात व्यवस्था ऐन, २०४९ र सवारी तथा यातायात व्यवस्था नियमावली, २०५४ को नीतिगत व्यवस्था बमोजिम मानिसको अवागमन र वस्तुहरुको ओसारपोसारको लागि सुरक्षित, भरपर्दो, सुलभ र वातावरणमैत्री यातायात सेवा उपलब्ध गराउनु विभाग र मातहतका सवारी परीक्षण कार्यालयहरुको मुख्य उद्धेश्य हो।

२०७६ सालमा स्थापना भएको यस सवारी परीक्षण कार्यालय हेटौंडाले (यसपछि “कार्यालय” भनिएको) दुई वा सो भन्दा बढी प्रदेश भई संचालन हुने (अन्तरप्रदेशिय) सार्वजनिक सवारी साधनको बाटो इजाजतपत्र जारी गर्ने, सवारी साधनको स्तर कायम गर्ने, जाँचपास गर्ने तथा प्रदुषण परीक्षण गर्ने लगायतका यातायात व्यवस्था विभागद्वारा प्रत्यायोजित अधिकारको कार्यान्वयन गर्दै आएको छ।

The main objective of the department and its subordinate vehicle testing offices is to provide safe, reliable, accessible, and environmentally friendly transportation services for the movement of people and goods in accordance with the policy provisions of the Vehicle and Transport Management Act, 2049 BS and the Vehicle and Transport Management Regulations, 2054 BS.

Established in 2076 BS, the Vehicle Testing Office, Hetauda (hereinafter referred to as the "Office") has been implementing the powers delegated by the Department of Transport Management, including issuing road licenses for public vehicles operating in two or more provinces (interprovincial), maintaining vehicle standards, passing inspections, and conducting pollution tests.
